Federation Square takes the underlying altruistic philosophy of public institutions such as the State Library and the National Gallery of Victoria, but instead of focussing on providing public benefit through books and knowledge or art, it engages the public with the city itself, with its architecture, its urban space and the multiple communities that together make the city what it is. Federation Square curates the public realm in the same way that the NGV delivers an exhibition.”
